#9414: Committees - Reminders sent eventho the meeting date is updated/deleted

When new upcoming meeting is manually added or upcoming meeting is removed, the committee's next due date will be updated to the new upcoming meeting date. The meeting alert reminder will now use the committee's next due date as reference.
