#9443: Merge Template - The ratings image do not show on the print out if the Before and After is the same

Mail Merge ratings images are now showing on the file when the Before and After Rating have the same image
This is applied to mail merge in these modules:
* Incident
* Feedback
* Risk
* Hazard
