#8996: Feedback - Risk Ratings Image Title is Customisable

To align with functionality previously introduced for incidents, hazards and risk, you are now able to customise the "Risk Rating Header" that is shown above your Feedback ratings.

This is managed in Settings > System Settings > Custom Labels > Suggestion_Details_2 for both the Risk Level Before Controls and Risk Level After Controls headers.
