#9462: System Wide - Redesign Drop Down List Fields (Staff/TPP) (1)

Single select fields now have an easy Search function. Users can type in letters to quickly filter the list to find the value(s) they are looking for. This feature is only applied to  staff/community people single select fields.

This feature is currently applied only in these pages:
 * Incident add new pop up page
   - Person involved
 * Incident details page
   - Person involved
   - Person in charge
   - Person responsible
 * Incident flexi page
   - Person involved
   - Person in charge
   - Person responsible

Note: This new feature will be applied to multi select fields in embedded table pop up pages in pages mentioned above and other pages in other tickets in future version
