#8980: Incident - Able to Sign Off /Close without Filling Mandatory Fields in All Details Pages

User is now required to fill all mandatory fields in main record's all visible detail pages prior these processes
* sign off and close main record from main record's sign off button
* sign off, close action, and close main record from action's sign off button
