#9292: Continuous Improvement - Remove Propagate Notes Checkbox

This ticket is simply removing an obsolete field that was no longer in use - "Propogate Notes to Evidence". This checkbox was not required, as if a user links a continuous improvement (CI) record to related standard(s) the CI description auto flows to the evidence record.
